Job Title: Information Technology (IT) Project Manager

SUMMARY:
 
 
The Information Technology (IT) Project Manager has the overall responsibility for the successful planning, execution and completion of District IT projects following the project life cycle methodology and successfully meeting the established goals.  Building and maintaining working relationships with team members, vendors, and other departments to define, develop, and execute project deployments.  Responsible for developing and maintaining full-scale project plans and associated communications documents, this role also includes effectively allocating resources, coordinating the efforts of team members, project stakeholders, early notice of potential issues, risk mitigation, managing issues, managing and controlling scope and preparing reports for upper management regarding project status.  The Project Manager must be detailed oriented and demonstrate the ability to grasp project details and identify issues and risks, while simultaneously possessing the ability to see the bigger picture and understand the interdependencies. This position must provide leadership and demonstrate the ability to work with a diverse project team consisting of members from all parts of the District (both IT & Business).   The IT Project Manager is also responsible for continuously improving our project management methodology for implementing and supporting projects.
 
 
QUALIFICATIONS:
 
Self-motivated, sense of humor, with exceptional presentation.  Must have a positive “can-do” attitude and understand the critical value of teamwork, customer service, deadline driven environment and of being trustworthy and confidential.  Exceptional communication skills (written and verbal), as well as excellent telephone etiquette are a must.  Excellent interpersonal, organizational and multitasking skills are required with strong attention to details, ensuring data integrity. Demonstrated initiative with the ability to work independently, be resourceful, and anticipate needs.  Proven mastery with Microsoft Office products, including MS project, Visio and knowledge of MS SharePoint is a plus, with an ability to learn new technologies quickly and easily.  The requirements listed below are representative of the minimum knowledge, skills, and/or abilities required. ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Working knowledge of PMI project management best practice with proven ability to manage project deliverables on schedule
• Establishes project management Governance.  Actively follows PMO methodology and consistently incorporates project management best practices
• Manages the IT Project Portfolio, leading the IT strategic planning process and production of IT’s strategy and annual action plan
• Leads multiple diverse projects ranging from minor enhancements to medium-to-large projects and programs
• Directly manages all aspects of projects in regards to defining, planning, orchestrating, and delivering IT projects, including all business, operational and IT deliverables on time, on scope, within budget, and to defined project quality standards
• Works closely with our business partners to understand their business, system problems and opportunities in the context of the requirements
• Proactively manages priorities workload, completing assignments with minimal supervision
• Works with IT and leadership to identify solutions that enable the District to achieve its project goals
• Motivates team to work together in the most efficient manner, mitigates team conflict and communication problems
• Reviews the status reports of team members and addresses issues as appropriate
• Complies with and helps to enforce standard policies and procedures
• Must have the ability to adapt quickly to changing priorities. Coordinates and manages activities of project team, controlling the indirect management of resources and schedules to ensure timely completion
• Leads matrix-style projects teams including, but not limited to, technical resources, subject matter experts (SMEs), vendor representatives, etc. to achieve the stated goals of assigned projects
• Manages and/or validates financial forecasts and provides on-going reconciliation of resources and other related project expenditures
• Successful relationship management which results in an ability to earn the trust of key stakeholders
• Manages expectations with IT and the business, sets direction and approach, delivers tough messages with grace, executes with limited information and ambiguity and is capable of managing strong personalities
• Works closely with IT team, business partners, and vendors to plan, organize, secure, and manage resources for project efforts following project implementation policies and procedures as applicable. Independently research, analyze, identify, and document the tasks to achieve the project goals. Coordinate, facilitate, and lead regular project team meetings to accomplish project deliverables in a matrix environment
• Negotiates contracts with external vendors to ensure receipt of specific resources and materials, as well as best value for the District. Ensures day-to-day vendor relationship management occurs
• Works with different levels of the organization to ensure projects are staffed with the right mix of people who exhibit the required perspectives, skills and behaviors
• Proactively manage changes in project scope, identify potential crises, and devise contingency plans
• Manages project change control process.  Solid knowledge and expertise in the use of project management methodologies and tools.  
• Ensures the mechanisms of change management (plans , processes, tools) are in place and effectively executed
• Ensures project issues and risks are identified, quantified, managed, tracked,  appropriately communicated, escalated when necessary and resolved. Uses past experience to proactively "anticipate" risk, develop appropriate mitigation strategies and plans, participating in their resolution
• Collaborates with the team to share best practices, resolve project issues, and ensure that staff is properly allocated to tasks while considering staff skills, interests, and the projects’ needs
• Manages leadership  and stakeholder expectations via status reports, regular status meetings, formal and ad hoc communications
• Effectively lead project teams by coaching, mentoring and leading project team members, educating each in the methodology being used and their role in the project's success to improve project management professionalism
• Arranges customer training and aligns training with customer goals
• Maintain frequent, transparent and open written and verbal communications with all stakeholders and project participants, ensuring communications are precise, concise, and understood by recipients.  Can effectively communicate difficult/sensitive information tactfully
• Establish and maintain clear mechanisms to proactively communicate project status, change, issues and resource needs with the project team, business partners and management
• Ability to successfully negotiate or re-negotiate project scope, resources, timelines, and budgeting
• Ensure all project objectives are clearly documented, approved and delivered to meet customer needs
• Responsible for the management of the project including; work statements, work breakdown structures, developing and managing budget and schedule, tracking individual project tasks, providing risk analysis, tracking and resolving issues and action items, requirements gathering, quality assurance, providing various project management visibility and control measures and reports as needed and communicating to project team and stakeholders throughout the project lifecycle
• Define project success criteria and disseminate them to involved parties throughout project life cycle
• Maintain continuous alignment of project scope with defined strategic business objectives
• Identify and manage project dependencies and critical paths
• Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.  Audit projects to ensure that all team members are following the standard project management process
• Accountable for accurately estimating the resources and participants needed to achieve project goals in a cost efficient manner, and assign individual responsibilities. Identify appropriate resources needs
• Analyze, define and map business processes. Produce quality documentation and business process models as needed for applicable projects. Trace the requirements through life cycle of the project to ensure that the scope is managed and that the original requirements are delivered
• Use analytical and organizational skills to continuously look for ways to improve organizational efficiencies and productivity
• Assess project issues and identify solutions to meet productivity, quality and customer goals
• Track progress and review project tasks to make certain deadlines are met appropriately
• Remain on the forefront of emerging industry practices
Perform other related duties as assigned.
 
MINIMUM EDUCATION/EXPERIENCE:
 
Bachelor’s Degree from an accredited institution in the field of computer science, information systems, technology or project management and 5+ years Project Management experience, 8+ years of IT professional experience or an equivalent combination of related education, training and experience.
 
Knowledge of fundamental IT concepts, practices and procedures with demonstrated broad knowledge of technology and solutions.
Experience managing within ITIL and or Six Sigma frameworks.
 
CERTIFICATES, LICENSES, REGISTRATION:
 
Must possess valid Florida State Driver's license and maintain insurability under the District's commercial vehicle coverage.
 
Holds a valid PMP designation from the Project Management Institute (PMI).
 
ITIL Certified preferred.
